The two wire fences are just close enough to trap leaves while being nearly impossible to clean out.
It makes for a nice wire and leaf sandwich.

Yes, so glad it can’t be cleaned! I love the places leaves get trapped and caught, they are infinite.

They are – probably that is nature’s design and one of the reasons leaves even exist Which might mean this isn’t bad human design but merely a natural imperative.
