Would the whole area be yellow, but for those bars?
Or is it the other way round?

these are stair steps? Aren’t they terribly distracting to climb? sheesh I can fall up all gray stairs…these would be a death trap.

Hi Sherry, they are indeed. Steep ones, with narrow treads. They can’t be up to modern code. The fresh yellow paint was actually extremely distracting and visually confusing. I think it makes the stairs more dangerous. I had an urge to close my eyes and use the hand rail.
