Eagles, ravens, river otters and raccoons bring food ashore in this part of the world.
Other animals do too, but they are the most likely for this location and what must have been quite a large salmon head.

I like the idea of an otter chomping on a fresh salmon. It would be kind of like a super sized sushi for him/her. Yum!

That it would! I think this was just a head, perhaps tossed overboard by a fisherman. But the head is where a lot of the best bits are to be found, so no otter would turn their nose up at it.
